Microsoft Goodyear PHX 70: the Citrus and Indian School campus

Project stage Existing facility / readiness unverified

FJI source-qualified: four-document gate met, including project-specific government evidence. Qualification evidence and decisions →

What the City confirms: PHX 70 is a separate Microsoft development agreement covering about 145 acres at the southeast corner of Citrus Road and West Indian School Road. City GIS maps five PHX 70–74 building address points on the associated parcel. What remains unconfirmed: current operating status of each building, campus power/load, water use, AI workload and site economics. How we verify evidence.

Published and source checked 2026-10-28. This profile covers PHX 70. The separate Microsoft PHX 10-11 campus is by Broadway Road and MC-85.

Scope and location

The City identifies Microsoft as owner of about 145 acres at Citrus Road and West Indian School Road, intended for PHX 70. Goodyear's project portal lists the agreement as executing, dated April 13, 2020 to May 1, 2040, with 50% progress updated in April 2026. That percentage describes the agreement/work record, not construction completion.

City GIS maps 3785 N Citrus Road buildings PHX70 through PHX74 on APN 50230934. The map pin uses PHX70's building address point (33.492618, -112.438455), not a parcel centroid. PHX 10-11 is a separate agreement and campus near Broadway Road and MC-85.

What local approvals establish

The City's current project description says the first amendment to the 2020 agreement lets Microsoft seek a permit for its second building before recording the final plat and completing or dedicating certain public infrastructure. In the June 7, 2021 council packet, the amendment and PHX 70-PV303 final plat appear as separate agenda items. The attached minutes record unanimous approval of the consent agenda containing both. Those approvals establish a development history, not the current completion or occupancy of the five mapped buildings.

AI connection: Phoenix evidence, no PHX 70 attribution

Microsoft says it operates datacenters in Goodyear and El Mirage. Its MAI-Thinking-1 technical report says the model was primarily trained on company-owned infrastructure in Phoenix, then post-trained in Dallas. The report does not name PHX 70 or any Goodyear building. Together the disclosures establish a relevant Greater Phoenix context, not proof that PHX 70 hosted a specific AI training or inference workload.

Microsoft's earnings report company-wide Azure growth and infrastructure investment, but does not allocate revenue, AI sales, capital spending or returns to PHX 70. Those figures cannot be assigned to this campus from the available disclosures.

Adjacent land is not automatically part of PHX 70

Data Center Dynamics reported in June 2026, citing CoStar, that Microsoft acquired 100 acres near Citrus and Indian School roads for $131 million. The article says Microsoft did not comment on intended use. It does not establish that parcel as part of PHX 70 or identify what Microsoft plans to build there. We keep it outside the City-described 145-acre project boundary pending a direct record.

Related Goodyear project: PHX 10-11

Goodyear has a second Microsoft campus record. This is a separate project from PHX 70, located by Broadway Road and MC-85. Each scope links to the other so readers can move between the two without conflating their agreements, sites or evidence.
