Microsoft confirms Phoenix AI training; Goodyear campus link remains unverified

Project stage Operating / current expansion details unverified

FJI source-qualified: four-document gate met, including project-specific government evidence. Qualification evidence and decisions →

Project status: Microsoft says it operates datacenters in Goodyear; municipal and APS documents identify the PHX 10-11 infrastructure relationship. AI connection: Microsoft says MAI-Thinking-1 was primarily trained on company-owned Phoenix infrastructure, but does not name a Goodyear building. Epoch AI attributes training to Goodyear; the link is not independently confirmed by Microsoft's campus-specific disclosure. Current IT load and site economics: unknown. How we verify evidence.

Published and source checked October 28, 2026. This profile covers PHX 10-11 and does not merge the separate PHX 70 campus.

What is documented near Goodyear?

The FJ map pin is placed at the midpoint of the City’s mapped PHX10 and PHX11 building address points on West Broadway Road; it is a representative campus-area point, not a surveyed centroid of the wider property. The City of Goodyear's PHX 10-11 agreement places Microsoft's property between Broadway Road and MC-85 and between Bullard Avenue and Litchfield Road. The City records Microsoft as the owner/developer and documents project-specific water, wastewater and industrial-discharge infrastructure. APS says the Runway substation on the Microsoft site serves its Goodyear data center and that a 230 kV line supports service and redundancy needs.

These records establish physical infrastructure relationships. They do not disclose a contracted or metered site load, household-rate effect, facility-level revenue, or the current computing capacity energized at the campus.

The AI connection: Phoenix is confirmed; a specific Goodyear building is not

In its MAI-Thinking-1 technical report, Microsoft says the model was primarily trained on Microsoft-owned infrastructure in Phoenix and post-trained in Dallas. The report also says Microsoft has committed more than $50 million to public water assets that include a municipal storage facility with the City of Goodyear. It does not identify the Phoenix campus or building used for training, and the $50 million is a regional commitment rather than PHX 10-11 spending. Microsoft also describes its Datacenter Academy at Estrella Mountain Community College and Glendale Community College; outcomes and local job counts were not independently assessed here.

Epoch AI's facility profile names Microsoft Goodyear as an AI data center and attributes MAI-Thinking-1 training to the Goodyear site. That is a useful independent lead, but its stated capacity and cost figures are modeled from satellite imagery, cooling-equipment assumptions, company disclosures and chip estimates. We retain the attribution as third-party reporting, not as a Microsoft-confirmed building assignment or a certified operating measure.

Our analysis: Goodyear is a credible part of the region's AI infrastructure story because Microsoft confirms Phoenix-based training and Goodyear-based data centers, while public utility and municipal records document local power and water systems. The missing link is a primary disclosure that names the specific campus or building used by that workload.

Water agreements: limits, investments and what is still unknown

The 2023 PHX 10-11 amendment required Microsoft to contribute $36 million toward an estimated $90 million expansion of Goodyear's 157th Avenue wastewater plant. It allowed up to 1.2 million gallons per day of wastewater-treatment capacity at full build-out; that is a treatment allowance, not a measurement of fresh water withdrawn or consumed. The same amendment required the fourth and fifth buildings to use air cooling, while permitting recirculating evaporative cooling for the earlier buildings.

A later City amendment records that Microsoft constructed a dedicated discharge line, pump station and water lines without drawing on its $5 million financial-assurance deposit; the entire deposit remained with the City at that checkpoint. A later clause allows the City to use the remaining deposit for escrow tied to a replacement water facility if specified conditions are met, while a refund is also conditional on further approvals and escrow requirements. The reviewed records do not establish whether those conditions were later satisfied or how the deposit was ultimately handled. The deposit is not a $5 million payment or verified campus capex. Current site-level water withdrawal, consumption and discharge remain undisclosed in the reviewed sources.

What the latest Microsoft earnings do—and do not—show

Microsoft's FY2027 first-quarter report, for the three months ended September 30, 2026, reported $92.3 billion in revenue, Azure growth of 48%, and $39.4 billion in additions to property and equipment company-wide. Those are current indicators of cloud demand and infrastructure intensity, but they do not identify Goodyear investment, AI-only sales or any return earned by PHX 10-11.

The earnings release was published October 28. Its timing makes it a useful update to this company connection, not evidence that the Goodyear site drove Microsoft's quarterly growth. The profile is centered on Microsoft; Alphabet has no documented role in this campus and is not included.

PHX 70 is a separate Goodyear project

Goodyear maintains separate development-agreement records for PHX 10-11 and PHX 70. Read the separate Citrus Road / West Indian School Road profile. The latter describes roughly 145 acres near Citrus Road and West Indian School Road. We do not combine its agreement or adjacent land purchases with PHX 10-11, and no planned use for recently acquired adjoining land is treated as confirmed here. DCD reported a separate 100-acre Microsoft land purchase near Citrus and Indian School in June 2026, citing CoStar, and said Microsoft declined to comment on its intended use. The city record shows PHX 70 nearby, but the reviewed materials do not conclusively map the purchased parcel to that agreement or establish its planned development.

Qualification status and next evidence

FJI source qualification: passed. Fourteen distinct documents were reviewed, including project-specific Goodyear agreements, APS utility evidence, Microsoft primary disclosures, independent reporting and current quarterly filings. Whole-project delivery and corporate-to-site attribution: not certified. Epoch AI's estimate is excluded from certified and aggregate project quantities.
