The investment takeaway

Intel has genuine enterprise computing campuses. This first Intel-owned inventory entry diversifies coverage beyond cloud landlords and proposed AI megasites. Its evidence establishes internal computing and a specific power expansion, while the incremental allocation is conditional and undelivered.

One campus, not two buildings

DCD’s original 2019 tour describes D2P3/D2P4 within a converted fab alongside Intel headquarters, serving enterprise IT and chip-design workloads. Intel’s campus page corroborates their identity. The two internal facilities count as one campus at 3750 Juliette Lane; their historical capacities are not newly verified operating load.

Government authorization and power scope

Santa Clara File 25-80 records May 27, 2025 consent approval authorizing the city manager to execute an agreement. The report documents ongoing data-center expansion and existing 62 MVA allocation. Additional 17 MVA reaches 79 MVA no earlier than August 1, 2029, subject to grid expansion and other terms. MVA is apparent-power allocation and cannot be relabeled operating IT MW.

Capital obligations and utility ownership

Intel must pay substation design, procurement, construction, inspection and testing costs, procure the third transformer and pay load-development fees, currently estimated around $10 million. City/SVP handles installation and retains ownership/operation. This official structure is stronger than a generic power pledge, but authorization does not establish execution, procurement or completion.

Historical technology evidence

Intel’s July 2021 fuel-cell white paper describes Santa Clara pilots, including a 2018 5 MW installation. Company-reported resilience and older recycled-water/cooling statistics remain historical. No current Bloom supplier award, GPU fleet or commercial AI tenant is inferred. Intel page build dates do not refresh underlying performance claims.

Risks, catalysts and held second campus

Grid-expansion dependencies, transformer timing and internal capital priorities affect added power. Executed terms, works and delivered allocation would improve expansion confidence. A second Jones Farm/Hillsboro entry is held because precise government evidence for the actual computing facility was insufficient; the separate announced $700 million lab was canceled. Semiconductor fabs and support buildings are not data-center additions.

Financial significance

Intel funds substation expansion and an estimated $10 million load-development fee, separate from unspecified construction costs. Our analysis: this supports internal engineering infrastructure and utility capital requirements, not externally leased hyperscale revenue. No site-level INTC earnings, GPU contract or return model is established. Funding obligations are not verified actual expenditure.

File 25-80, created January 7: consent approval May 27 authorizes manager to execute Juliette substation agreement. Existing 62 MVA allocation; planned 17 MVA addition to 79 MVA no earlier than August 1, 2029, conditional on System Expansion Plan and other terms. Intel funds all substation costs plus estimated $10 million load-development fee; SVP owns/operates infrastructure. Authorization does not prove execution or completion.
