Nebius / DataOne Vineland AI campus

Nebius Vineland: status and power evidence

The Vineland AI campus is in New Jersey. Nebius identifies DataOne as the facility owner and operator and itself as the tenant managing servers and GPU infrastructure. Microsoft is the dedicated-capacity customer. Nebius’s project account · Microsoft agreement disclosure.

Is it fully operating?
Full-campus operation is not independently verified in the October 20, 2026 review. Nebius’s August 12 shareholder letter reports delivery of the Microsoft tranches due by that date; that statement does not certify campus-wide completion. Dated shareholder letter.
Is the capacity verified?
The reviewed sources give different planning figures: Nebius’s March 2025 announcement says expandable to 300 MW; DataOne’s Q&A uses a 350 MW maximum. Their scope is unreconciled, and neither establishes operating IT load. Nebius announcement · DataOne Q&A.
What evidence comes next?
Phase-specific customer acceptance and authorized power supply. The original NJDEP order and any later disposition remain unverified in this review.

The project and its participants

DataOne’s Vineland campus hosts Nebius infrastructure for Microsoft. Nebius identifies DataOne as the facility owner and operator and itself as the tenant running server racks and GPU clusters. The city’s August 17 decision granted an amended two-phase site plan. The public record supports a construction-stage campus with issuer-reported Microsoft deliveries; current full-campus operation remains unverified.

Capacity: keep the different claims separate

Nebius’s March 2025 regional announcement described a New Jersey site expandable to 300 MW. DataOne’s current Q&A uses a 350 MW maximum. Neither supplies an independently verified operating IT load, and the change in scope or capacity basis has not been reconciled. FJI retains the two attributed planning figures as overlapping context and excludes both from operating-capacity totals.

What the city approved

The original determination notice identifies DataOne Vineland LLC and records the August 17 grant. Its scope includes an existing first-phase building, a larger two-story expansion, Bloom Power areas, cooling, LNG and water-treatment facilities. The notice describes building work underway. It is not the complete resolution or evidence of state air permits, equipment commissioning or customer acceptance. The hearing notice identifies Block 7503, Lot 35.01; the map pin is withheld pending a checked parcel boundary.

Power permitting and the company response

Floodlight reported October 1 that New Jersey had fined DataOne about $1 million over its generator fleet. DataOne disputed the determination and said it would apply for permits while moving to fuel cells. Microsoft said it expected regulatory compliance and was supporting the permanent-power transition. We could not retrieve the original NJDEP order or verify a later disposition. We therefore do not assign a compliance deadline, call the whole campus shut, or certify current generator authorization.

Delivery milestones are phase-specific

Nebius’s August 12 shareholder letter said all Microsoft capacity tranches had been delivered as of that date. This is the issuer’s contract-delivery statement. DataOne’s undated Q&A targets final delivery in December 2026, while Nebius’s undated local FAQ expects operation by 2027. These statements have different dates and scope; they do not establish a single full-campus acceptance date or prove the contract is in default. The next review needs dated hall-level acceptance and the power sources supporting each phase. The reviewed evidence does not map the disputed generators to those delivered Microsoft tranches or establish a customer-service interruption; construction or expansion supply may be a separate scope.

Company roles and financial boundaries

Nebius (NBIS) is the computing tenant and Microsoft (MSFT) the dedicated-capacity customer. Bloom Energy (BE) is the named fuel-cell technology provider in the site’s power plan. DataOne self-identifies as privately held; beneficial ownership percentages and site-only financial statements remain unavailable. Nebius’s FAQ names Northeast Precast as the local builder, while DataOne’s Q&A describes its own construction division; the current division of construction responsibilities is not established. Official results for Nebius Q2 2026, Microsoft FY26 Q4 and Bloom Q2 2026 supply corporate context, not Vineland revenue or capital spending.

Investor takeaway and next evidence

Our analysis: a local expansion approval and an issuer-reported computing delivery can coexist with unresolved power permissions. The investment question is which customer-serving phase depends on which authorized supply. A new air-permit decision, order disposition, fuel-cell commissioning record and dated customer acceptance would sharpen that assessment. No site valuation, supplier order value, realized utilization or campus profit is inferred from the announced capacity or contract relationship.
