Project and phase identity
Kolabacken is a distinct physical campus, not another name for Espoo or Vihti. The municipal notice separates HEL04 from HEL05–06.
What changed in the record
The March 2025 municipal notice records the phase-two application. Microsoft’s April 2026 regional release later reports all three campuses’ second-phase permits. This review attributes the later permit assertion to Microsoft; it does not certify the underlying conditions.
Investor read-through
Our analysis: completed earthworks and progressing interiors support a construction classification; neither establishes commissioning or recurring cloud-service output.
Delivery commitments and dated checkpoints
Target: Microsoft’s regional first-phase building-work target is around year-end 2026–2027; service launch to be announced separately.

- Undated current source: Fortum identifies planned heat recovery from Espoo and Kirkkonummi. The roughly 40% district-heat contribution is a combined future network estimate, not IT capacity or present delivery. Original heat-offtake partner disclosure

What remains unverified
Energization, commissioning, accepted customer capacity, current operating IT MW, utilisation, project spending and campus earnings remain unverified. Direct final phase-two permit conditions and current compliance disposition require retrieval.

Sources and claim boundaries
Documents are counted as documents, not independent confirmations. Same-issuer releases and their rewrites share an underlying claim. Five documents; municipal notice establishes the historical application, not the present final legal disposition. Microsoft site/region updates share an issuer; DCD quotes those updates. Fortum corroborates the heat relationship, not compute commissioning.
