The one-minute investment takeaway
Our analysis: Separate Meta compute economics from utility cost recovery. Henrico combines an established campus with a named listed electricity supplier. Meta earns through products; Dominion’s economic exposure depends on regulated service and infrastructure cost recovery. Those are distinct models and cannot be combined into one campus revenue number. A larger customer load can create utility investment requirements before recognized regulated returns. For Meta, resource reliability and dense compute upgrades influence useful output per dollar. For the utility, customer commitments, tariff design and recoverable construction matter. Historical campus investment and statewide utility financial results provide context without identifying the next phase’s return.
Readiness basis: Classification of evidence in the reviewed profile; strongest documented phase, not full-campus completion. Operational campus described in Meta fact sheet Readiness source →
What the sources establish
- Operating evidence. Meta’s fact sheet describes operational Henrico buildings, more than 200 operational jobs and a Virginia investment figure exceeding USD 1 billion. Primary source →
- Electricity and water. Meta names Dominion Energy for power planning and Henrico County for water and wastewater service. Primary source →
- Public utility identifier. Dominion’s investor page identifies the listed company as NYSE: D. A named utility relationship does not establish campus-specific utility earnings. Primary source →
Who receives the money?
Our analysis of disclosed roles. Revenue routes are business-model interpretations, not estimates of booked project revenue.
| Company / exposure | Economic role | What investors need to establish |
|---|---|---|
| Meta (META) | Product and cloud-service contribution; an owner-user return | Useful computing after replacement costs |
| Named resource or service participants | Utility service, network provision or managed-fund ownership only where documented | Contracts, billing scope and cost recovery; do not treat customer payments as automatic profit. |
| Other equipment and construction vendors | Potential capital-purchase receipts; no undisclosed vendor assigned | Actual orders and scope before attributing earnings or AI exposure. |
How financially meaningful is it?
Our analysis: Henrico combines an established campus with a named listed electricity supplier.
Evaluate Meta service contribution and Dominion regulated investment returns separately; do not treat pass-through electricity payments as equivalent to compute profit.
Hypothetical illustration: If hypothetical utility infrastructure costs USD 100 million, a 10% cost overrun adds USD 10 million before any recovery assessment. This is not a Dominion approved project budget.
Milestones that would change the assessment
| Milestone | Evidence to watch |
|---|---|
| Readiness and scope | Incremental accepted power, computing upgrades and disclosed utility cost allocation |
| Customer economics | Named commitments and accepted equipment scope; reconcile recurring receipts, electricity recoveries, incentives and maintenance. |
| Capital and resources | Document the incremental power, cooling and network investment needed at the intended density; identify which party pays. |
| Evidence of useful output | For owner-users, useful computing per dollar; for landlords, billable load and service margin; neither is inferred from a building count. |
What could break the investment case?
Our analysis: Resource and hardware upgrades can create costs even at an established campus. Utility capacity commitments do not disclose return on capital, and Meta’s AI spending cannot be assigned to this site without workload evidence.
What would change our view?
Our analysis: Phase-specific customer acceptance, sustained useful workloads and cash generation after recurring costs would strengthen our assessment. Missed acceptance, deteriorating margins or additional capital required without equivalent contract protection would weaken it. A larger design envelope alone would not change the operating assessment.
What remains unknown
Current phase utilization, site-specific cash flow, customer acceptance detail, actual tariff, measured PUE, maintenance obligations and incremental capital returns are not fully disclosed in the reviewed sources. Coordinates represent the named locality or campus vicinity, not a surveyed building. A target date is not a verified completion. Building area is not IT MW, and utility or generation capacity is not automatically campus computing capacity.
Project research for information, not a buy recommendation. Financial illustrations use assumptions, not disclosed site results or management guidance.
Virginia DEQ record check
Reviewed October 7, 2026 · Matched legal entity and campus address
DEQ lists Scout Development LLC at 6200 Technology Boulevard, Sandston, under air registration 52629. Henrico County identifies Scout as the developer of the Facebook data-center site, supporting the legal-entity match to Meta Henrico. This air-source record does not establish the capacity, utilization or permit coverage of later campus expansions.
