A distinct Dutch location

Winschoten is separate from Eemshaven, Middenmeer and the Groningen development. The 2023 permit and construction announcement identify the Hoogebrug location.

Opening and later infrastructure

Google’s opening is issuer-reported and covered by DCD. The March 2026 cable-plan notice uses construction wording; its scope is not treated as a reversal of the opening or proof that every electrical phase is complete.

Investor read-through

Our analysis: an opening establishes a stronger milestone than construction, but does not quantify current AI utilisation. Later cable planning must be tracked by its own scope.

Delivery commitments and dated checkpoints

Target: Opening announced November 18, 2025; no accepted full-campus delivery schedule established.

Unavailable: no matched, comparable accepted operating-IT target and actual.

Company connections

Google identifies Winschoten as its Dutch cloud/AI-supporting site. The provincial notice names Green Box Computing B.V. at Hoogebrug III; this is a location/permit match, not a reviewed corporate ownership chain.

What remains unverified

Energization, commissioning, accepted customer capacity, current operating IT MW, utilisation, project spending and campus earnings remain unverified. DC1A legal-entity ownership chain, cable/phase scope and current appeal/utility acceptance remain unverified.

Verify phase-specific metered/accepted load and reconcile the 2026 cable-plan scope with the opened facility.

Sources and claim boundaries

Documents are counted as documents, not independent confirmations. Same-issuer releases and their rewrites share an underlying claim. Five documents; two Google announcements share an issuer; DCD independently publishes the opening account. Government permit and cable notices address distinct legal scopes and do not certify current full-campus readiness. The cable notice’s generic wording requires phase reconciliation.
