Dutch AI Factory: Groningen’s Route to Public AI Computing

Project stage Planned / development

Evidence reviewed October 29, 2026. An existing host facility does not establish an operating AI installation.

Investment takeaway

Groningen has moved beyond an AI-policy proposal to funded procurement and an awarded hosting contract. The remaining investment question is when that spending becomes accessible computing. The project offers evidence of public infrastructure demand; it does not yet establish operating AI capacity or a direct listed-equity return.

Project at a glance

Location
Eurofiber’s existing data center, Zernike Campus, Groningen
Operator structure
Stichting Nederlandse AI-fabriek consortium; SURF procured hosting from Eurofiber Cloud Infra. EuroHPC identifies itself as owner of the procured supercomputer.
Delivery
Facility completion targeted during 2027; full supercomputer operation expected early 2028.
Capacity
IT MW and final GPU configuration not established.
Funding
Public program exceeds €200 million; this is not a disclosed building-only budget.

What has been secured

The funding package is documented by SURF and the Dutch government. EuroHPC published a dedicated AI-supercomputer procurement, while Eurofiber announced the separate hosting-services award in September 2026. These are distinct delivery steps: funding, hardware procurement and hosting cannot substitute for commissioning evidence. SURF · EuroHPC Joint Undertaking · Dutch Parliament / official gazette

The timetable has moved

SURF’s October 2025 announcement anticipated full operation in 2027. The later hosting announcement targets facility completion in 2027 and full supercomputer operation in early 2028. We use that later target, corroborated by independent reporting. The change should be monitored through award, fit-out and acceptance records; it is not evidence that the installation is already operational. Eurofiber · NL Times

Keep the funding scopes separate

The public infrastructure package and the CORDIS ecosystem action describe different scopes. CORDIS records approximately €14.1 million in total costs and €7.05 million in EU support for the services and expertise action. Those figures are not a second campus budget and should not be added to the broader funding headline without a reconciliation. No site revenue, hosting margin or investor return is established. European Commission / CORDIS

Power, cooling and local integration

Eurofiber describes planned heat recovery into Groningen’s WarmteStad network, cooling without potable or surface water, and batteries intended to help manage grid constraints. These are host design disclosures. Metered water use, delivered heat, power draw and realized efficiency remain verification tasks. Eurofiber

One compute site, a separate expertise center

The compute installation belongs at the existing Eurofiber facility on Zernike Campus. Independent reporting places the expertise center at the former Niemeyer factory. These should not become two data-center entries. Groningen is also separate from Google’s Winschoten campus. NL Times

What would change our assessment

Operating IT MW, GPU model/count, final hardware award, accepted grid capacity, commissioning and measured environmental performance have not been established. The next meaningful checkpoints are a disclosed hardware contract, installation milestones and formal acceptance. No exact map pin is assigned until the hosting building is verified.

Sources and evidence limits
  1. Eurofiber — Hosting contract award

SURF awarded HPC hosting services to Eurofiber Cloud Infra for its existing Groningen data center. Facility completion is targeted during 2027 and full supercomputer operation in early 2028. Heat reuse, water-free cooling and battery measures are design claims, not measured outcomes.

  2. SURF — European funding awarded

SURF described a EUR200 million funding package and an earlier 2027 full-operation expectation. This historical timetable is superseded in this profile by the September 2026 hosting announcement.

  3. EuroHPC Joint Undertaking — AI-supercomputer procurement EUROHPC/LUX/2026/CD/0003

Procurement identifies EuroHPC ownership and the Stichting NLAIF consortium. The closed call does not establish a vendor award, installed hardware or commissioning.

  4. Dutch Parliament / official gazette — National AI-infrastructure policy, Kamerstuk 26643 nr.1499

The government letter describes EUR71 million of national investment and a total exceeding EUR200 million with regional and European partners. Funding scope is not operating capacity or site-only capital expenditure.

  5. European Commission / CORDIS — NLAIF grant 101314093

The AI-factory ecosystem grant has a July 2026–June 2029 term, approximately EUR14.1 million total cost and EUR7.05 million EU contribution. This distinct services action must not be added to, or confused with, the complete infrastructure funding package.

  6. NL Times — Groningen installation and revised timetable

Independent reporting locates the compute facility at Eurofiber on Zernike Campus, separate from the expertise center at the former Niemeyer factory, and reports full operation expected in 2028.
