The project and its AI connection
Huechuraba is a named Amazon development, legally held by Servicios Amazon Data Services Chile SpA. The court locates it at Américo Vespucio 1055 in metropolitan Santiago. AWS separately plans a Chile Region supporting cloud and AI/ML services; EFE connects the campus with that wider buildout. No reviewed source assigns a specific accelerator fleet, training cluster or AI-only workload to this site.
What the environmental decision establishes
In its March 31, 2026 judgment, the Segundo Tribunal Ambiental rejected the challenge to the project’s favorable July 2024 environmental resolution. The dispute concerned whether the data center should have been evaluated together with a withdrawn transmission-line proposal. This is a documented legal milestone. It does not establish that every later permit has been secured, that buildings are complete, or that appeals are exhausted.
A phased campus needs phased power evidence
The judgment describes two buildings developed in three stages. Its discussion supports using existing medium-voltage infrastructure for the first stage; later phases remain tied to concessionaires’ technical feasibility. Any future high-voltage infrastructure needs its own review. A phase-one supply rationale cannot be read as proof that the entire future campus is energized.
Keep the two investment scopes separate
The project record carries an estimated USD 205 million investment. AWS’s current Chile page describes a wider program exceeding USD 4 billion over fifteen years, covering construction, connection, operation and maintenance. The figures have different boundaries and must not be added or treated as cash spent. Corporate quarterly results do not provide a Huechuraba earnings or expenditure allocation.
Targets are not delivered capacity
The regional company announcement targets three Availability Zones by end-2026. An Availability Zone is not a campus building, and that regional date is not a verified Huechuraba service deadline. Site IT MW, commissioned load, installed accelerators and utilization remain unavailable. Backup equipment and country-wide installed-capacity statistics cannot fill those fields.
Investor read-through · Our analysis
The useful shift is a narrower permitting uncertainty, not recognition of a completed computing asset. A stronger delivery case would pair current physical progress with accepted electricity and a dated service milestone. Revenue and return analysis needs subsequent campus-specific commercial or financial evidence. Until then, the project estimate and national program describe intentions with different scopes.
What remains open
The next records are current works or municipal acceptance, first-stage energization, later-stage supply arrangements, any subsequent court action and operating-service evidence. The original RCA has not been directly retrieved; inconsistent day-of-month references in the court materials are retained in the audit and summarized publicly as July 2024. Water-demand quantities and secondary capacity claims are not certified here.

- Segundo Tribunal Ambiental, judgment R-539-2025 · 2026-03-31
The judgment describes two buildings in three development stages. The first stage can use existing medium-voltage infrastructure; later phases depend on future concessionaire feasibility. It dismisses this challenge to the environmental approval; it does not document delivered IT capacity or exhaustion of later appeals.
