Weekly Investor Briefing: From Grid Contracts to Training Runs
Published 2026-10-26 · Research week October 18–24, 2026 · October 25 edition · Sources reviewed 2026-10-26
Borlänge, Nauen and Prometheus show how a power agreement, a completed substation structure and a working training cluster mark different stages of AI infrastructure delivery.
Meta’s account of a working first phase at Prometheus puts a different kind of evidence beside two European construction stories. At Borlänge, the utility documents a campus connection agreement. At Nauen, a contractor reports completing a substation’s structure. These milestones answer different questions about when planned AI capacity can become usable computing.
This briefing brings together three selected cases from Fjord Journal’s October 18–24 reporting week. Earlier agreements and forecasts retain their original dates. The cases do not establish a market-wide delivery rate.
Borlänge: a connection agreement is a campus commitment
Ellevio’s 2025 annual report records a 246 MW connection agreement for EcoDataCenter and Borlänge Energi Elnät at Kvarnsveden, signed in late 2024. It says connection work began in 2025. That identifies the wider campus’s grid arrangement; it is not a measure of Mistral’s operating IT load.
Mistral and EcoDataCenter announced their partnership in February, targeting a 2027 opening. Siljan News’s August site visit documented buildings under construction and substantial installations still ahead. The delivery question is now which customer phase is equipped, connected and accepted. The reviewed documents do not establish that Mistral’s phase is operating.
Nauen: the power route advances before the data halls
JSM’s October 19 account says the October 13 topping-out at maincubes’ Nauen campus completed the substation building structure. JSM is also delivering the six-kilometre cable route to Wustermark. Its 200 MVA substation rating is not operating IT capacity. Transformer installation, electrical completion and energization remain separate milestones.
Local reporting corroborated the ceremony and described remaining equipment work. The operator’s service forecasts need clarification: its live BER02 page displays Q3 2028, while an undated factsheet states Q1 2028. Without a reliable revision sequence, that conflict establishes uncertainty, not a confirmed delay.
Prometheus: a named workload, with more expansion ahead
Meta said on October 19 that Prometheus’s first phase was complete and had trained its Muse models. The company described hundreds of thousands of GPUs currently linked across buildings, against roughly one million at full scale. This is attributed evidence of a working training cluster, not confirmation that the entire expansion is finished.
The distinction matters for interpreting capital deployment. A grid agreement documents a planned route toward supply; construction advances the physical connection; a completed training run shows infrastructure being used for its intended workload. None alone establishes site profitability, customer revenue or returns to shareholders.
The next documents to watch
At Borlänge, customer-phase commissioning and acceptance would connect the campus agreement to delivered compute. At Nauen, electrical completion and a reconciled service schedule would sharpen the timing. At Prometheus, further phase disclosures and measured operating capacity would clarify how much of the larger plan has arrived. These are different evidentiary steps, so their capacity figures do not belong in one delivery total.

Meta reports its first Prometheus phase complete and used to train Muse models; current hundreds-of-thousands GPU description remains separate from the roughly one-million full-scale target. Issuer account, not independent operating audit.
- JSM Group · 2026-10-19
October13 ceremony completed the substation building structure; 200 MVA and six-kilometre cable route. Building-services and transformer installation follow. This is not energization or customer IT load.

Local reporting and photographs corroborate October13 topping-out and report remaining transformer/interior work. Forecasts remain attributed; no site capex figures used.
- maincubes BER02 web page · None
Current operator page displays Q3/2028 expected service and labels 144–186 MW IT capacity design-dependent. Undated page; no chronology establishing supersession.
- maincubes BER02 factsheet · None
Undated factsheet p2 displays Q1/2028 ready-for-service target. URL directory is not a reliable revision date. Conflicts with live Q3/2028 display; no confirmed delay inferred.
