Mistral’s Swedish Buildout: The Grid Agreement and the Delivery Test

Fjord Journal · Published October 24, 2026 · Sources reviewed October 24, 2026

Ellevio documents a 246 MW campus connection agreement. That is stronger power evidence than a development ambition, but it does not establish Mistral’s delivered computing capacity.

Ellevio’s 2025 annual report documents a 246 MW grid-connection agreement for EcoDataCenter and Borlänge Energi Elnät at Kvarnsveden, signed in late 2024, with connection work begun in 2025. The agreement gives Mistral AI’s planned Swedish location a more concrete power-infrastructure record than the campus’s larger expansion ambitions. It still does not establish energized computing capacity or a power allocation to Mistral. [A1 · Ellevio AB]

In a report published August 6, Siljan News described a site visit and identified three halls under construction at EcoDataCenter’s former Kvarnsveden paper-mill site in Borlänge. The report placed Mistral in the planned B3 building and said substantial internal installations remained. The report does not confirm that Mistral has accepted an operational AI cluster. [S6 · Siljan News]

An October 12 interview in Dagens Näringsliv with campus manager Björn Ahnell provides later reporting of building work. Its photographs are credited to EcoDataCenter; they are not independently acquired images. No completed Mistral service was established. [A6 · Dagens Näringsliv / Jörgen Städje]

That distinction matters when reading the February announcement of a €1.2 billion long-term investment in Swedish AI infrastructure. EcoDataCenter is to design, build and operate the underlying infrastructure, while Mistral plans to deploy computing capacity. The partners targeted 2027 and named NVIDIA Vera Rubin GPUs. They did not establish paid project expenditure, installed GPU counts or current customer service. [S1 · EcoDataCenter]

The campus is larger than the customer deployment

EcoDC Holding’s April prospectus describes Mistral’s plan as 23 MW, without explicitly defining the number as IT load. Siljan’s later reporting describes each of the first three buildings as designed for 12 MW of IT load—the electricity used by computing equipment. The documents do not reconcile those figures on the same phase and measurement basis. Neither should be silently substituted for the other. [S5 · EcoDC Holding AB (publ); S6 · Siljan News]

The wider campus has another scale. At its September 2025 groundbreaking, EcoDataCenter described access to 250 MW at launch and potential expansion to 600 MW. Those figures cover the campus, not Mistral alone. They cannot establish installed AI computing capacity or how much power a customer is using. Nor has the relationship between the operator’s 250 MW description and Ellevio’s 246 MW agreement been reconciled. [S10 · EcoDataCenter; A1 · Ellevio AB]

Expansion records require their own reading

Borlänge’s current planning page describes plan 673 as expanded building rights within existing industrial land, with preparation ahead of formal review still underway. The municipality’s January decision was a positive planning notice, not adoption of the expanded detailed plan. The municipality’s consultation-plan description explicitly discusses an expansion application alongside existing permissions. The planning process therefore cannot be used by itself to claim that earlier construction lacked permission. [S3 · Borlänge municipality; S4 · Borlänge municipality; A3 · Borlänge municipality]

A May applicant-commissioned technical report hosted by the municipality describes a separate backup-generation scope. It cites an earlier permission for 760 MW of combustion-plant input and an application for up to 2,700 MW. These are fuel-input ratings for backup generation, not electricity output, grid capacity or IT load. The underlying court judgment was not reviewed for this article, and municipal hosting does not turn the consultant’s account into an independent official finding. [S9 · Bengt Dahlgren Brand & Risk AB (municipal host)]

The municipal consultation plan places the site within the water and wastewater service area and describes an existing district-heating connection. Those connections do not establish the data center’s measured water consumption or heat delivered to customers. A Profu study summary says heat-recovery business models and possible agreements were still being developed; its combined Falun–Borlänge model is not a signed Borlänge heat-offtake contract. [A3 · Borlänge municipality; A4 · Profu]

The industrial-site risks remain part of delivery

The municipal plan describes legacy metals and PAH contamination linked to the former paper mill. EcoDC’s prospectus identifies possible remediation exposure at Borlänge. Its 2025 sustainability report also describes a separate concrete-related chromium incident in construction water and says the water was collected and disposed of as a precaution. The company reports legacy-soil removal, but this review did not establish independent incident closure or an environmental all-clear. Those constraints belong alongside the power and construction milestones—not beneath a generic sustainability claim. Delivery is the next test

EcoDataCenter’s current campus page targets first-phase completion by mid-2027. Earlier accounts described early or spring 2027. The sources do not establish that these targets cover the same phase, so they do not by themselves prove a delay or confirm customer acceptance. [S10 · EcoDataCenter; S11 · EcoDataCenter; S6 · Siljan News]

Ellevio’s newer half-year report says development of the Kvarnsveden connection is ongoing and targets completion at the end of 2027. That timetable needs to be matched to the power required by each customer phase before drawing a conclusion about Mistral’s service date. The report does not establish that Mistral must wait for the entire connection program. [A11 · Ellevio AB]

Bravida offers a more specific example of a documented commercial role. In July it announced a SEK 650 million electrical and industrial-piping installation award for an additional Borlänge data center, with work expected through the first quarter of 2028. The disclosure does not identify that award as Mistral’s B3 contract, nor does the order value establish earned revenue or profit. [S8 · Bravida]

For investors, construction, building services, installed computing equipment and accepted customer service are separate delivery steps. The available evidence supports a campus under construction and a planned Mistral deployment. It does not yet establish the precise delivered Mistral capacity, customer billing, project-level cash spending or return on investment.

The next useful disclosures would reconcile the 23 MW plan with the building-level design, identify the accepted phase, reconcile its required power with the grid-work timetable, and confirm when Mistral’s equipment is installed and serving workloads. Those are more informative delivery tests than repeating the largest campus number.
