The project in one minute

Voltalia’s Pecém proposal combines documented grid access arrangements with approval for an export-services project in the Ceará ZPE. It is distinct from the Omnia development serving ByteDance. The available records support an approved development proposal, not an operating data center or verified construction-ready campus.

Grid agreement and capacity scope

Voltalia’s June announcement reports a signed transmission-use agreement with ONS securing 322 MW of connection capacity. It also describes discussions with data-center operators and planned renewable generation. An agreement reserves or governs access; it does not establish that the facility is energized, that computing equipment has been accepted, or that 322 MW is installed IT load.

Approval and location uncertainty

The federal CZPE summary records Resolution 122 approving future installation at Pecém and names São Gonçalo do Amarante. Caucaia’s municipal announcement claims the development lies wholly within Caucaia and says environmental permission would be sought subsequently. These official descriptions conflict. We retain the broader Pecém / Ceará location and omit a marker until a parcel record resolves the boundary.

Customer and financing boundaries

August Reuters reporting describes ongoing negotiations and Santander’s reported work seeking customer/offtake commitments. It reports 322.5 MW projected capacity and a R$181.7 billion aggregate investment estimate. No source reviewed establishes a signed anchor customer, final operator, financing close or completed expenditure. The estimate is a projection, not Voltalia revenue or a single verified construction budget.

Timeline and next milestone

June 8, 2026: Voltalia discloses transmission agreement. August 25: federal ZPE project approval. August 27: municipal announcement and independent reporting describe the proposal and commercial work. The next decisive milestones are a binding customer/operator structure, current permits, committed phase financing and documented construction. No first-service date is established in this review.

Investor takeaway · Our analysis

Grid access and a federal project approval are meaningful inputs, but the investment case still depends on converting them into a financed customer-serving facility. Voltalia may act as an energy partner or retain other economics; reviewed sources do not settle the final structure. Treat this as earlier-stage optionality, with commercial commitment and delivery evidence carrying more weight than the headline investment estimate.
