Evidence-based project analysis · County Meath, Ireland · Published October 27, 2026 · Sources reviewed October 26, 2026

An approved change to wastewater limits at Meta’s Clonee data centre shows how the operating requirements of a large campus can move beyond the assumptions used to design it. Ireland’s Environmental Protection Agency amended the site’s licence on March 3, 2026, after the operator sought higher discharge rates. EPA Technical Amendment A; 3 March 2026

Runways Information Services Limited, the campus operator, attributed the need for changes to harder incoming water affecting cooling systems and increasing wastewater discharge. Its application described scaling and reduced opportunities to recirculate cooling water. That is the operator’s explanation of the problem; the approval is a separate regulatory decision. RISL request to amend sewer flow limits; August 2025

The records establish a substantial operating campus and documented retrofit work. They do not yet identify a dedicated AI cluster, an installed accelerator inventory or the start of a new AI-compute phase. The distinction matters as Meta’s wider AI investment draws attention to facilities built for an earlier generation of infrastructure.

A campus built in stages

The EPA’s 2023 assessment identifies five data-centre buildings—CLN1, CLN2, CLN3, CLN5 and CLN6—within a 133.06-hectare installation. The legal operator is Runways Information Services Limited, Irish company number 553841. The numbering does not establish a sixth operating data building. EPA inspector report, P1192-01; 24 August 2023

Facebook announced the campus in January 2016. The September 2018 opening report described operating buildings alongside further construction and planning. The initial opening therefore should not be read as the completion date of the entire later campus. Facebook announces County Meath campus; 24 January 2016, Irish Times Clonee opening; 13 September 2018

Meta announced two additional buildings in March 2019, taking the planned overall facility to nearly 150,000 square metres. Mace subsequently reported work progressing on CLN5/6 in its 2021 annual report. These are historical development records, rather than a new expansion announcement. Facebook Clonee expansion; 6 March 2019, Mace Annual Report 2021; published September 2022

Meta’s current information sheet reports €1.4 billion invested in Meath/Clonee. That cumulative figure should not be added to the roughly €300 million reported for the initial project. Meta Clonee Data Centre information sheet, Irish Times Clonee opening; 13 September 2018

The wastewater amendment changes the current record

SE1 discharge measureOriginal licenceMarch 2026 amendment
Maximum in one day1,296 m³2,726 m³
Maximum rate per hour54 m³114 m³
Additional amended termsSee original schedule31.55 litres/second maximum; 1,195 m³/day annual-average volume

The revised daily and hourly maxima are approximately 110% and 111% higher, respectively. Those are wastewater permissions, not water withdrawals or compute-capacity increases. The amendment retains a separate schedule for SE2 and storage/discharge controls when the receiving sewer is offline. EPA Technical Amendment A; 3 March 2026, EPA Industrial Emissions Licence P1192-01

A January 2026 incident notification reported a peak-flow exceedance under the EPA licence while stating that flows remained within the separate Uisce Éireann connection agreement. A February notification described recurring exceedances during the fourth quarter of 2025 on the same basis. Both preceded the March amendment. Incident INCI032047; submitted 22 January 2026, Incident INCI032184; submitted 6 February 2026

The difference between the utility agreement and the environmental licence is consequential: compliance with one instrument did not automatically establish compliance with the other. Changing the licence later does not erase the earlier reported exceedances, establish environmental harm, or prove that every subsequent discharge complied.

A sewer timeline still needs reconciling

The 2018 expansion assessment anticipated that an upgrade to the receiving 9C sewer would remove a wet-weather hydraulic restriction by 2022. Later application and operating records still describe receiving-network restrictions, inhibit signals and on-site storage. AECOM Project Runways Expansion assessment; June 2018, RISL request to amend sewer flow limits; August 2025, Incident INCI032047; submitted 22 January 2026

That chronology supports a specific question about delivery, not a finding that the promised upgrade failed. Establishing the outcome requires the utility’s completed-works and current connection records for the same sewer section. Different works or operating constraints could explain why controls remain.

What Clonee’s power figures measure

FigureSource and scopeWhat it establishes
180 MW2018 planning assessment: whole-campus maximum energy demandA historical demand envelope, not operating IT load.
72 MW2018 expansion assessment: estimated maximum electrical import for CLN5/6Expansion design scope; not additional to the wider campus total.
About 135 MWCalculated from reported 2025 purchased electricityAnnual-average campus draw, not instantaneous or IT-only load.
150 MW of IT spaceUndated chamber-hosted recruitment documentA historical design lead requiring corroboration.
743.4 MWth90 backup generators, each rated 8.26 MWthFuel thermal input, not electrical output or IT capacity.

The planning inspector described 180 MW of maximum campus demand; AECOM identified 36 MW estimated maximum electrical import for each expansion building. The quantities are electrical-demand design measures. ABP-301923-18 inspector report; 2018, AECOM Project Runways Expansion assessment; June 2018

The operator’s 2025 environmental report records 4,257,058 GJ of electricity. Dividing by 3.6 gives approximately 1.183 million MWh; over 8,760 hours, that corresponds to about 135 MW on average. It also reports 556,513 cubic metres of public-supply water. These describe the reporting year, not present-day instantaneous loads. RISL Annual Environmental Report 2025

Subtracting the annual average from an older planning maximum would not establish spare capacity. Current connection rights, peak load, installed IT capacity and operating efficiency would all be needed to assess headroom or utilization.

The recruitment PDF describes a five-building campus and 150 MW of IT space. It is undated, uses the former Facebook name and contains drafting placeholders. Its exact wording is worth retaining as a lead, but it cannot establish energized or occupied IT capacity in October 2026. Clonee construction project-manager recruitment PDF

The backup-generator inventory is expressed in thermal input. The environmental licence restricts generator operation and does not authorise electricity exports. An older greenhouse-gas permit lists an earlier building/generator scope, which should remain separate from the later five-building inventory. EPA inspector report, P1192-01; 24 August 2023, EPA Industrial Emissions Licence P1192-01, EPA GHG permit IE-GHG189-10513-1

Cooling technology and the AI question

The regulator describes indirect air cooling in CLN1-3 and StatePoint cooling in CLN5-6. Nortek’s project announcement identifies StatePoint for the two expansion buildings. EPA inspector report, P1192-01; 24 August 2023, Nortek Clonee StatePoint announcement; 16 April 2019

Meta’s engineering explanation describes StatePoint cooling water that is then used to cool data-hall air. Although the technology can connect to several cooling-delivery systems, that generic capability does not identify the configuration or server hardware installed at Clonee. Meta engineering: StatePoint; 5 June 2018

The annual environmental report says CLN2.DHB was offline for part of 2025 for retrofit work, reducing water use during the shutdown. It does not state that the work was an AI conversion. A separate electrical-control retrofit described elsewhere in the report should not be fused into the same assumed project. RISL Annual Environmental Report 2025

Cooling alone cannot settle the workload question. Meta’s 2026 explanation describes air-cooled H100 racks at another campus and air-assisted liquid cooling for buildings without full liquid-cooling infrastructure. Those examples establish technical possibilities, not deployments at Clonee. Meta closed-loop cooling explanation; 27 August 2026

A site-specific operator announcement, attributable equipment record or commissioning document identifying the hall, workload and delivery stage would materially change the assessment. Until then, AI deployment remains unconfirmed; that is not proof that no AI processing occurs at the campus.

Corporate ownership and project economics

Meta’s FY2023 subsidiary exhibit expressly lists Runways Information Services Limited. The much shorter FY2025 exhibit omits it; omission does not itself establish a disposal or a change of control. Meta FY2023 Exhibit 21.1 subsidiary list, Meta FY2025 Exhibit 21.1 subsidiary list

Meta’s October 21 results report $64.60 billion of quarterly revenue, $34.91 billion of capital expenditure including finance-lease principal, and a $135-145 billion 2026 capital-spending outlook. Those are consolidated figures and a company forecast, not Clonee budgets. Meta Q3 2026 results; 21 October 2026

The September-quarter filing is the latest quarterly statement examined for this profile. Exact-text searches of that filing and the FY2025 annual report found no Clonee reference. No standalone campus revenue, profitability or cash-flow allocation is established. Meta Form 10-Q, quarter ended 30 September 2026, Meta FY2025 Form 10-K

Permissions around the campus have different purposes

A wildlife-consent file concerns demolition at former dwellings in Portan and Gunnocks, with land returned to grass and wildflowers and some outbuildings retained for grounds-maintenance storage. Its scope does not establish new data halls. Scott Cawley bat mitigation strategy; 11 October 2024

The relevant bat derogation was granted in December 2024 and amended in January 2025. It retained a January-March 2025 work window and conditions linked to the mitigation strategy. The permission does not prove commencement or completion; no completion return was examined. NPWS DER-BAT-2025-51; 10 December 2024, NPWS DER-BAT-2025-51 amended; 29 January 2025

Ireland’s newer grid-connection rules also require project-specific treatment. The CRU’s December 2025 policy distinguishes new applications, earlier applications and increases to maximum import capacity at existing sites. No new Clonee connection request or current import-capacity agreement was verified here, so neither universal exemption nor automatic application of every new-connection condition is assumed. CRU connection-policy announcement; 12 December 2025, CRU2025236 final connection-policy decision

Renewable-energy figures have separate boundaries. Meta’s current sheet describes 219 MW across Irish projects, while historical reporting describes a 276 MWp solar transaction supporting Irish operations including Clonee. Different units, dates and contracts prevent simply equating or adding them. Annual electricity matching does not establish dedicated renewable supply in every hour. Meta Clonee Data Centre information sheet, DCD: Meta signs Irish solar PPAs; 9 October 2023

The next documents that would change the picture

The most useful next evidence is specific: the scope and acceptance record for the hall retrofit; a current grid-import agreement and any requested increase; utility records reconciling sewer works with present operating controls; and original company and title filings that trace ownership and campus economics. More general Meta AI announcements would not resolve those questions.
