FJ Intelligence Framework in development

FJ Infrastructure Readiness Index

A source-traceable framework for following AI data center projects from announcement toward delivered infrastructure—and for showing where the evidence still leaves important questions open.

In development

Scope, definitions and evidence rules are being developed against dated project records. No index scores or portfolio-wide conclusions are published here.

Measure what changed. Keep the uncertainty visible.

The index is intended to make project evidence easier to compare over time. It will distinguish an announced plan from later documented milestones, and separate measures that describe different things—such as grid commitments, facility capacity and operating compute.

For investors and other AI infrastructure stakeholders, the value is a clearer record of what is advancing, what is delayed or constrained, and what remains unverified. The framework is being built to support deeper quarterly analysis from FJ Intelligence’s dated project updates.

Planned measurement areas

A project record, read across the evidence

Definitions and inclusion rules are still being set. These are the categories the framework is being designed to examine when project-level evidence supports a comparison.

01

Status and milestones

Dated changes in project phase, progress, pauses or cancellations, with announcements kept distinct from verified milestones.

02

Capacity

Reported capacity by comparable type and unit, preserving whether a figure is proposed, projected, under development or verified.

03

Power and grid

Project-specific power evidence and constraints, without treating generation plans or grid commitments as proof of campus IT capacity.

04

Permitting and schedule

Documented approvals, milestones and schedule movement, measured against dated evidence rather than inferred from silence.

05

Capital and financing

Distinct records for announced financing, secured capital, drawdowns and site spending where sources support those distinctions.

06

Evidence and coverage

Source quality, review dates and unresolved fields, so readers can see what a measure covers and where the record is incomplete.

How the framework is being built

A traceable change log, not a count of edits.

Each material observation is intended to preserve the earlier recorded state, the new evidence, the source and the observation date. Comparable snapshots at the start and end of a reporting period can then show the net documented change.

01

Retain the evidence. Keep the prior value, updated value, units, dates and source references together.

02

Classify the change. Distinguish a material project milestone from a correction, newly reported fact or routine record update.

03

Compare like with like. Report deltas only when definitions, time periods and coverage support a fair comparison.

04

Leave unknowns unknown. Separate projections from verified or operational results; missing evidence is not evidence of zero.

From project records to quarterly analysis

The report should show the net new evidence.

FJ Intelligence’s ongoing, source-linked updates are the raw material. A future quarterly report can compare consistent period-start and period-end snapshots, then summarize documented status transitions, capacity changes by type, schedule movement, cancellations or pauses, and material power, permitting or capital developments.

Every aggregate will need a defined period, denominator and coverage statement. Update volume alone will not be presented as a measure of industry progress.

Company-level context

Connect project changes to documented company roles.

Fjord Journal’s Company Exposure view already lets readers explore documented links between companies and projects. A future quarterly view could add what changed across those linked records, while preserving each company’s documented role and avoiding attribution of an entire project’s capacity to every company connected to it.

What this page does—and does not—claim

The framework comes before the findings.

The index is in development. Its final definitions, scoring approach, coverage thresholds and publication format are not yet established. This page publishes no scores, rankings, market totals or launch date.

When the methodology and evidence are ready, published measures should state their definitions, sources, dates, scope and coverage limits. Until then, the responsible conclusion is that those results are not yet available.
